What is R2O? In 2007, Advantage West Midlands appointed brap to manage the Routes to Opportunity programme (R2O) – the first programme of its kind in the region – which aims to improve the ability of BME third sector organisations to access and successfully deliver public sector contracts. This is the second year of the programme and we want to attract more organisations that can take advantage of the R2O offer.

Who is R2O for? R2O is for any BME owned, managed or focused organisation with social aims, such as charities, voluntary and community organisations or social enterprises. Organisations must be located in the West Midlands and must be involved in the delivery of, or have aspirations to deliver, public sector contracts and services.

What does R2O do? R2O delivers intensive, customised support which is designed to leave organisations better equipped to deliver and procure with the public sector. Typical packages of support include help with finances, system development, business planning, policies and procedures, market analysis and leadership and governance. The support is negotiated with an approved consultant and delivered directly to the organisation. Because the work is ‘bespoke’ – unique to your organisation – it has a high level of satisfaction and is producing some excellent results. R2O is not a grant programme, and cannot make financial awards directly to organisations.

What else does R2O offer?

R2O has a programme of one-off events covering issues such as full cost recovery, tendering, marketing and impact. We also offer a leadership mentoring programme and an opportunity to network and form stronger partnerships with other BME organisations in the region.

The first year of R2O...

The first year of the programme has helped with the successfully delivery of targeted outputs, as well as helped us to uncover some key challenges that the programme will need to respond to during the final year of activity.  Ninety West Midlands based BME third sector organisations have been the first recipients of R20’s main support programme for 2007-2008 Ready for Business 1. R4B1 provided BME third sector organisations with tailored business support to improve their ability to access, secure and deliver public sector contracts. This support was provided by a select few organisations, specially trained by the R2O programme in assessing the needs of each organisation. Through diagnosing any key issues, a plan of action was devised for each business supported by R2OOne the biggest challenges for 2007-2008 was ensuring that the programme communicated its messages and opportunities across the region. However, the programme has begun to make good progress outside of the Birmingham and Solihull areas. The 2008-2009 programme will dedicate a larger percentage of support to other parts of the region.

Regions: Number of Businesses supported in 07-08:
Birmingham and Solihull 60
Black Country 13
Coventry and Warwickshire 7
Herefordshire 1
Stoke-on-Trent and Staffordshire 6
Telford and Shropshire 1
Worcestershire 2

Over the next twelve months R20 will focus on four strategic outcomes:
  • Improving business support for the BME third sector in the region
  • Improving commissioning and procurement opportunities and processes
  • Influencing public policy, strategy and investment
  • Improving the leadership and performance capacity of the BME sector
The programme has planned a range of new and innovative support solutions that will help to facilitate some of these outcomes, as well as address some of the uncovered issues from the first year of R2O
